Chairman : Carlton Stockton


Carlton held a senior position in United States Government HEW (Health, Education, and Welfare). He was also Vice president of external affairs at MCI for about 20 years.

He attended St. Paul's College, historically black college and university. He received master's degrees from Atlanta University and Harvard University. During his career he served on several boards University of Michigan, Urban League, Gonzaga College High School, William and Mary. Carlton served as the chairman of the board at his alma mater, St. Paul's College

Member: Mark Gisler


For nearly ten years, starting in 1988, Mark Gisler served as an attorney with the Special Litigation Branch of the Enforcement Division for the National Labor Relations Board, handling cutting-edge jurisdictional and other issues on behalf of the NLRB.

In 1996, he was detailed to Al Gore’s Office of the Vice President of the United States to tackle various legal issues for the Counsel to the Vice President. In 1998, Mark left the NLRB and went with his family to Europe, where he negotiated and structured motion picture finance deals for Maltese Falcon Productions PLC. Upon returning to Washington, D.C., Mark joined Peer, Gan & Gisler LLP concentrating on the practice of labor and employment law. His current practice emphasis is the representation of labor organizations in arbitration hearings, contract negotiations, and litigation in courts and administrative agencies, including the NLRB. Mark also represents various individuals in the negotiation of compensation and separation agreements and small businesses in a wide variety of corporate and other matters. Mark has substantial experience with clergy and non-profit employment agreements. He has also developed a specialized expertise in physician employment agreements and issues.

Rashad A. Holloway, CISA, MBA
Rashad holds a Bachelor’s of Science in Accounting from Cheyney University and a Master’s in Business Administration from Bowie State University.

He has over seventeen years of accounting, internal controls, risk management, IT Audit, IT Security, and tax preparation and compliance.
He is a licensed MD Tax Professional, Certified Information Systems Auditor (CISA), and a Master of Business Administration with a concentration in Accounting & Management.
