Carlton held a senior position in United States Government HEW (Health, Education, and Welfare). He was also Vice president of external affairs at MCI for about 20 years.
He attended St. Paul's College, historically black college and university. He received master's degrees from Atlanta University and Harvard University. During his career he served on several boards University of Michigan, Urban League, Gonzaga College High School, William and Mary. Carlton served as the chairman of the board at his alma mater, St. Paul's College
For nearly ten years, starting in 1988, Mark Gisler served as an attorney with the Special Litigation Branch of the Enforcement Division for the National Labor Relations Board, handling cutting-edge jurisdictional and other issues on behalf of the NLRB.
